{"id":12139,"date":"2019-10-22T15:21:56","date_gmt":"2019-10-22T18:21:56","guid":{"rendered":"https:\/\/www.tedic.org\/?p=12139"},"modified":"2022-10-25T00:51:17","modified_gmt":"2022-10-25T03:51:17","slug":"defensores-the-new-complaint-system-against-torture","status":"publish","type":"post","link":"https:\/\/www.tedic.org\/en\/defensores-the-new-complaint-system-against-torture\/","title":{"rendered":"Defensores, the new complaint system against torture"},"content":{"rendered":"\n<p>As\npart of TEDIC&#8217;s commitment to the defense of Human Rights, we have\nlaunched the mobile platform and application: Defensores. This\ninitiative, carried out jointly with the National Mechanism for the\nPrevention of Torture (NMP), the Ministry of Public Defense (MPD) of\nParaguay, and with the support of the Accelerating Fund of The Latin\nAmerican Alliance for Civic Technology (LACiT) is the result of The\nalliance between Luminate Group and Fundaci\u00f3n Avina, and it seeks to\ndocument, systematize and visualize different situations, cases of\ntorture and abuse against persons deprived of liberty in Paraguay.<\/p>\n\n\n\n<p>This\nproject marks a regional precedent of work and articulation between\nthe State and civil society for the defense of human rights against\ntorture. It will be the first platform that systematizes and allows\nto visualize cases of torture, cruel and inhuman treatment in\nParaguay according to the application of the Istanbul Protocol\n(Manual of Investigation and Effective Documentation on Torture,\nPunishments and Cruel, Inhuman or Degrading Treatments), and we hope\nthat later could be an example to be replicated by other countries.<\/p>\n\n\n\n<p>The\nrealization of the platform had a work process of around 18 months to\ndetermine and implement the needs and forms of work of the Public\nDefenders of the MDP. With a mobile application and a web system, it\nseeks to generate better communication bridges between the State, its\nofficials and citizens in the complaint and systematization of cases\nof torture. In addition, it allows the generation of graphs, maps and\nstatistical tables to better analyze the problem and take appropriate\nmeasures to eliminate this type of practice. To all this was added\nthe creation of information distribution materials to sensitize the\ngeneral public about how they are working to eradicate torture in our\ncountry.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The\nDefensores project then has two main components:<\/h2>\n\n\n\n<p>First,\na mobile application for Public Defenders to report complaints about\ntorture in a digital and standardized way. This application is based\non an official form already used by the MDP a year ago. It seeks to\nfacilitate and improve the process of collecting complaints and their\nsubsequent systematization and analysis.<\/p>\n\n\n\n<p>And\nsecond, is the web platform that is also available to citizens in\ngeneral, whose main component is a map with allegations of torture\nthroughout the country. It also has teaching materials that seek to\nraise awareness about the protection of human rights and generate\nrecommendations against cases of torture. These materials include\nexplanatory brochures as well as audio cases in podcast format with\nsome accounts of victims of torture.<\/p>\n\n\n\n<p>In\nTEDIC we believe that a record of allegations of torture, cruel and\ninhuman treatment that is available to the public can raise awareness\namong the authorities and citizens about the serious situation that\nthe country is going through and promote actions to eradicate these\ntypes of practices.
