{"id":24426,"date":"2024-05-31T10:57:30","date_gmt":"2024-05-31T14:57:30","guid":{"rendered":"https:\/\/www.tedic.org\/?p=24426"},"modified":"2025-02-07T15:32:44","modified_gmt":"2025-02-07T18:32:44","slug":"national-advocacy-first-semester-of-2024","status":"publish","type":"post","link":"https:\/\/www.tedic.org\/en\/national-advocacy-first-semester-of-2024\/","title":{"rendered":"National advocacy: First semester of 2024"},"content":{"rendered":"\n<p>In a world where digitization is advancing rapidly, the defense of human and digital rights in Paraguay becomes a fundamental task. Our national context presents unique challenges, from the protection of personal data to the fight against digital gender violence, through the need to guarantee freedom of expression and continue to promote the strengthening of our democracy. As an organization that fights for the defense of human rights in digital environments, one of our missions is to influence policies that protect and promote these rights from a transversal gender perspective, ensuring that technology benefits society equitably and fairly. During the first semester of 2024, we carried out various actions that reflect this commitment, working tirelessly to influence the national political agenda and ensure that our rights are respected and protected.<br \/>Below, we present a series of our advocacy actions for this first half of the year, divided into our main areas of work:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Personal data: We continue fighting for the sanction of a comprehensive Law for Paraguay<\/strong><\/h2>\n\n\n\n<p>During the month of February, in the third edition of the Crypto Summit of the South, which took place on the 20th of the month in Ciudad del Este, it gave us an excellent opportunity to bring our #MisDatosMisDerechos campaign to another city in Paraguay, being able to share and present several of the resources developed by our organization such as informative postcards about our research on cryptocurrencies and cryptomining and all our fanzines on personal data. Just two days later, on February 22, we participated in <a href=\"https:\/\/www.tedic.org\/meet-greet-ley-integral-de-datos-personales-cisoft\/\">Meet and Greet de CiSOFT<\/a>, organized by the Paraguayan Chamber of the Software Industry in the city of Asunci\u00f3n. In this event, Eduardo Carrillo, co-director of TEDIC, Natalia Enciso, and Cecilia Abente, lawyers who are part of the Personal Data Coalition of Paraguay, shared and discussed with more than 15 people about the proposal for a personal data law in Paraguay, a legislation that we have been promoting for over 3 years together with the Personal Data Coalition. From March 11th to 20th, in collaboration with<a href=\"https:\/\/klirk.co\/\"> Klirk <\/a>and with the support of <a href=\"https:\/\/www.sedeco.gov.py\/\">SEDECO<\/a>, <a href=\"https:\/\/asepy.org\/\">ASEPY<\/a> and <a href=\"https:\/\/adec.org.py\/\">ADEC<\/a>, we presented a new online course aimed at entrepreneurs, companies, and organizations in Paraguay. This course focused on preparing stakeholders for the practical implementation of the Comprehensive Personal Data Protection Law, highlighting the importance of protecting both personal and business data. The course certified over 40 people from the private sector, government, and civil society on how to apply basic concepts of personal data protection to improve user experiences that generate greater trust in their clients. The importance of this course is magnified in a national context plagued by cases of cybersecurity breaches, such as <a href=\"https:\/\/www.tedic.org\/la-filtracion-de-datos-policiales-en-paraguay-y-una-imperante-urgencia-de-respuestas\/\">the data leak of the national police<\/a> in mid-2023 and the <a href=\"https:\/\/www.youtube.com\/watch?v=ormEj6dnU-Y\">incident with TIGO<\/a> in early January 2024, where sensitive data of thousands of people were exposed. We believe that these are just a few examples highlighting the urgency of strengthening cybersecurity practices and data protection in our country.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Ciberataques en Paraguay\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/ormEj6dnU-Y?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>In this sense, we expanded our<a href=\"https:\/\/www.tedic.org\/misdatosmisderechos-en-guarani\/\"> &#8220;Mis Datos Mis Derechos&#8221;<\/a> campaign to new sectors and audiences, translating its main messages into Guarani and including two organizations, OPAMA and FENAES, which seek to influence the improvement of public transport conditions in the metropolitan area of Asunci\u00f3n and in the conditions and rights of students throughout Paraguay.<br \/>Additionally, during February and March, we held <a href=\"https:\/\/www.tedic.org\/incidencia-datospersonales\/\">crucial meetings<\/a> with the Ministry of Information and Communication Technologies (MITIC) and various Congress members, with the aim of reviewing the final version of the comprehensive personal data bill, seeking to ensure that this legislation reflects the highest international standards of human rights and can, effectively, be addressed and sanctioned in this legislative period.<\/p>\n\n\n\n<p>During the month of May, we participated in the <a href=\"https:\/\/x.com\/TEDICpy\/status\/1788675919319564672\">20th Plenary Assembly of ParlAmericas<\/a> where we shared some recommendations and recalled the need and role of parliaments to prioritize the protection of personal data as a transversal issue when thinking about digitalization processes in general. On May 27th, we participated in a <a href=\"https:\/\/www.instagram.com\/p\/C7opaJFsK7n\/?img_index=1\">working group <\/a>promoted by the Science and Technology Commission of the Chamber of Deputies. The agenda of the day included analyzing the status of the Personal Data Protection Bill in Paraguay. Members of the technical team of the Personal Data Coalition were summoned, with the purpose of continuing to promote this bill, which is currently in a state of indefinition with respect to the regulatory authority.<br \/>Our impact in the area of \u200b\u200bpersonal data and privacy had a significant impact in the press, with 30 mentions in different media, including television, radio, written and digital press. We especially highlight our continuous <a href=\"https:\/\/www.youtube.com\/watch?v=brhwXLF_2l4\">work in advocacy for the sanction of the personal data bill<\/a>, together with the Personal Data Coalition of Paraguay. The expansion of our &#8220;Mis Datos, Mis Derechos&#8221; campaign to the Guaran\u00ed language also achieved a<a href=\"https:\/\/www.c9n.com.py\/noticia\/mis-datos-mis-derechos-al-guarani\/#!\/\"> significant echo in the press<\/a><sup><a href=\"#sdfootnote1sym\" id=\"sdfootnote1anc\"><sup>1<\/sup><\/a><\/sup>, as well as other appearances that managed to position crucial issues such as the importance of protecting the privacy of citizens and the urgency of establishing a legal framework that regulates data processing in both the public and private sectors.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Democracy: we encourage informed participation<\/strong><\/h2>\n\n\n\n<p>During the month of March we participated in the <a href=\"https:\/\/www.tedic.org\/bootcamp-por-la-democracia\/\">Bootcamp<\/a> for Democracy, organized by Alma C\u00edvica, in Ypacara\u00ed where we were in charge of the workshop on &#8220;Tecnolog\u00eda para la democracia&#8221; in a relaxed atmosphere, in which young leaders were able to exchange experiences and learn about the importance of technology in building a democratic society, providing them with the knowledge and skills necessary to actively participate in politics and defend their rights.<br \/>On March 19th, in the conversation <a href=\"https:\/\/www.tedic.org\/conversatorio-fortaleciendo-la-democracia\/\">&#8220;Fortaleciendo la democracia&#8221;<\/a> of the Observatorio Electoral Ciudadana, Leonardo G\u00f3mez, coordinator of democracy and technopolitics projects, spoke about electoral observation in Paraguay and the Latin American context. At this event he shared the experiences of <a href=\"https:\/\/www.tedic.org\/el-avizor-una-plataforma-para-reportar-infracciones-electorales\/\">El Avizor <\/a>and the monitoring work we carried out during the 2023 presidential elections, emphasizing the importance of transparency and citizen oversight.<\/p>\n\n\n\n<p>On March 20th, Leonardo G\u00f3mez also took part in an in-person workshop on the protection of electoral processes, organized by the NGO IDEA International. In this event, we led a discussion on the digital divide and civic education in Paraguay alongside Margarita Rojas from MITIC. We underscored the importance of promoting the capabilities of an informed and technologically competent citizenry.<br \/>During the month of March we also led a meeting with various civil society organizations as part of the international campaign \u201c<a href=\"https:\/\/www.stopkillerrobots.org\/es\/\">Stop Killer Robots<\/a>\u201d. During this meeting, we delved into the implications of autonomous weapons systems at the national and international levels and discussed the need for a joint statement and the urgent necessity to regulate them.<\/p>\n\n\n\n<p>This meeting was attended by organizations such as <a href=\"https:\/\/amnesty.org.py\/\">Amnesty International Paraguay<\/a>, <a href=\"https:\/\/www.codehupy.org.py\/\">Coordinadora de Derechos Humanos del Paraguay<\/a> (CODEHUPY), <a href=\"https:\/\/henoi.org.py\/\">He\u00f1\u00f3i Centro de Estudios y Promoci\u00f3n de la Democracia los Derechos humanos y la Sostenibilidad Socio-ambiental<\/a>, <a href=\"https:\/\/fundacionvencer.org.py\/\">Fundaci\u00f3n Vencer<\/a>, <a href=\"https:\/\/www.semillas.org.py\/\">Semillas para la Democracia<\/a>, and the organization <a href=\"https:\/\/tape-a.webnode.es\/\">Tape\u2019a para el desarrollo social sostenible<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-gallery has-nested-images columns-default is-cropped wp-block-gallery-1 is-layout-flex wp-block-gallery-is-layout-flex\">\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"750\" data-id=\"24337\" src=\"https:\/\/www.tedic.org\/wp-content\/uploads\/2024\/05\/reu-incidencia-blog.jpg\" alt=\"\" class=\"wp-image-24337\" srcset=\"https:\/\/www.tedic.org\/wp-content\/uploads\/2024\/05\/reu-incidencia-blog.jpg 1000w, https:\/\/www.tedic.org\/wp-content\/uploads\/2024\/05\/reu-incidencia-blog-300x225.jpg 300w, https:\/\/www.tedic.org\/wp-content\/uploads\/2024\/05\/reu-incidencia-blog-768x576.jpg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"750\" height=\"1000\" data-id=\"24195\" src=\"https:\/\/www.tedic.org\/wp-content\/uploads\/2024\/05\/skr.jpg\" alt=\"\" class=\"wp-image-24195\" srcset=\"https:\/\/www.tedic.org\/wp-content\/uploads\/2024\/05\/skr.jpg 750w, https:\/\/www.tedic.org\/wp-content\/uploads\/2024\/05\/skr-225x300.jpg 225w\" sizes=\"auto, (max-width: 750px) 100vw, 750px\" \/><\/figure>\n<\/figure>\n\n\n\n<p class=\"has-text-align-center\"><em>Participation of representatives of civil society organizations in Paraguay at the meeting \u2013 March 25th<\/em><\/p>\n\n\n\n<p>On the other hand, at TEDIC we have been working in close collaboration with key actors of the Paraguayan State to promote an informed and constructive dialogue on the social and ethical impacts of the technology used for defense. These articulations aim to influence the formation of public policies and ensure that Paraguay can effectively contribute to international debates with a well-founded and ethically sound position on autonomous weapons systems.<\/p>\n\n\n\n<p>In that sense, we held meetings with different public institutions between February and March of this year to publicize the UN charter and extend the invitation to a joint working group between TEDIC<a href=\"https:\/\/odd.senado.gov.py\/archivos\/file\/Ley%20Nro%201337-%2099%20(De%20Defensa%20Nacional%20y%20Seguridad%20Interna)(1).pdf\">, the National Defense Council<\/a>, <a href=\"https:\/\/mdn.gov.py\/\">the Ministry of Defense National<\/a>, <a href=\"https:\/\/www.mre.gov.py\/index.php\/institucion\/autoridades-y-dependencias\/viceministerios\/viceministerio-de-relaciones-exteriores\/unidad-general-de-asuntos-especiales-ugae\">the Ministry of Foreign Affairs<\/a>, the <a href=\"https:\/\/silpy.congreso.gov.py\/web\/comision\/51\">Science and Technology Commission of the Chamber of Deputies<\/a> and <a href=\"https:\/\/silpy.congreso.gov.py\/web\/comision\/101500\">the Science, Technology, Innovation and Future Commission of the Chamber of Senators of the National Congress<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"750\" src=\"https:\/\/www.tedic.org\/wp-content\/uploads\/2024\/05\/skr-4-1.jpg\" alt=\"Foto con representantes del gobierno.\" class=\"wp-image-24203\" srcset=\"https:\/\/www.tedic.org\/wp-content\/uploads\/2024\/05\/skr-4-1.jpg 1000w, https:\/\/www.tedic.org\/wp-content\/uploads\/2024\/05\/skr-4-1-300x225.jpg 300w, https:\/\/www.tedic.org\/wp-content\/uploads\/2024\/05\/skr-4-1-768x576.jpg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>At this working group, alongside the various state institutions, we have the virtual participation of the expert <a href=\"https:\/\/sehlac.org\/miembros\">Mar\u00eda P\u00eda Devoto, Coordinator of the Human Security Network of Latin America and the Caribbean (SEHLAC).<\/a> Her contribution during the meeting laid the foundation for the current debate on autonomous weapons systems, providing state representatives with an expert look at the ethical and social challenges we face in the digital age, highlighting the importance of Paraguay&#8217;s role in the debate. global on the use and regulation of autonomous weapons. Additionally, in April, we closed the training and research cycle of Bootcamp 2023 \u2013 Political financing, data, technology and elections. In collaboration with Semillas para la Democracia we present a compendium of 10 articles titled &#8220;El poder bajo la lupa \u2013 <em>Bootcamp<\/em> 2023&#8243;. At this event we not only closed a stage of learning and development for the journalists who participated in these training sessions in two cities of the country, but we also launched a new investigation into the influence industry in Paraguayan elections, highlighting concerns on the manipulation of elections through social media.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"\ud83c\udf1f \u00bfQuer\u00e9s conocer m\u00e1s sobre nuestros bootcamps?\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/FRs3IiRRiNY?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>On April 24th, we participated in the event &#8220;Promoviendo el desarrollo inclusivo del Paraguay&#8221; organized by the Inter-American Development Bank (IDB). This meeting, which brought together civil society and government representatives, was a space to reflect on good practices and lessons learned in promoting inclusion and strengthening civil society in Paraguay. Highlighted topics in this area included the coverage and dissemination of our research on <a href=\"https:\/\/madeinparaguay.net\/noticia\/descifrando-el-voto-electronico-informe-de-uso-de-maquinas-de-votacion-electronica-en-las-elecciones-del-2023-2131\">electronic voting <\/a>machines in the 2023 presidential elections and the release of <a href=\"https:\/\/www.ultimahora.com\/presentan-tareas-de-investigacion-sobre-dinero-en-la-politica\">articles produced<\/a> as part of Bootcamp 2023 &#8211; Political financing, technology, data, and elections.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Freedom of Expression: The pillar of every free society<\/h2>\n\n\n\n<p>On April 20th, in celebration of Journalist Day in Paraguay, we conducted a workshop on misinformation and fact-checking in collaboration with the Embassy of Germany in Paraguay. Maricarmen Sequera, co-director of TEDIC, delivered a talk on Misinformation in the context of elections in Paraguay, and <a href=\"https:\/\/www.linkedin.com\/in\/javierpallero\/?original_referer=\">Javier Pallero<\/a>, a human rights activist and communicator from Argentina, virtually presented the workshop: Misinformation, A.I, and tools and processes for identification.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-tiktok wp-block-embed-tiktok\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"tiktok-embed\" cite=\"https:\/\/www.tiktok.com\/@tedicpy\/video\/7361823528808844550\" data-video-id=\"7361823528808844550\" data-embed-from=\"oembed\" style=\"max-width:605px; min-width:325px;\"> <section> <a target=\"_blank\" title=\"@tedicpy\" href=\"https:\/\/www.tiktok.com\/@tedicpy?refer=embed\">@tedicpy<\/a> <p>\ud83d\udcf0\u2728 \u00a1Celebramos el D\u00eda del periodista con un evento especial! (@PVacaV) <a href=\"https:\/\/twitter.com\/PVacaV\/status\/1773121697882755583?ref_src=twsrc%5Etfw\">March 27, 2024<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>All the information shared in this consultation is the product of one of our latest releases, a <a href=\"https:\/\/www.tedic.org\/ley5777_6casos\/\">new investigation<\/a> in collaboration with the Centro de Estudios en Libertad de Expresi\u00f3n y Acceso a la Informaci\u00f3n (CELE), in which we closely examine six legal cases involving to officials and people of public interest under Law 5777\/16, investigating how the application of this law is generating some controversies, especially regarding prior censorship and freedom of expression of journalists and communicators. This research was approached and presented to more than 20 key actors from both the press and the public sector in Paraguay, among which six deputies and senators of the National Congress stand out (Esperanza Mart\u00ednez, Celeste Amarilla, Yolanda Paredes, Lilian Samaniego, Zenaida Delgado and Johanna Ortega), as well as representatives of the Ministry of Public Defense, the Ministry of Women, the Supreme Court of Justice, the Public Ministry and representatives of academia and civil society.<\/p>\n\n\n\n<p>Our impact in the area of \u200b\u200bfreedom of expression also achieved a significant impact in the press, with 14 media appearances on the subject. We especially highlight <a href=\"https:\/\/www.youtube.com\/watch?v=LB_1ZCMcfz4\">four interviews on four television channels<\/a> with a large audience, where we managed to position crucial topics such as digital security in journalism, the importance of respecting the freedom of expression of journalists, the need for adequate regulation of intermediaries and the importance that law 5777\/16 is not used to censor and limit the freedom of expression of journalists and communicators.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"VISI\u00d3N PA\u00cdS - 19\/05\/24\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/LB_1ZCMcfz4?start=1644&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Gender: a transversal perspective for equality<\/h2>\n\n\n\n<p>On April 10th, in collaboration with Memetic and Diakonia and with the support of the European Union, we presented <a href=\"https:\/\/www.tedic.org\/presentacion-informadas-y-resilientes-union-europea\/\">the&#8221;Informadas y Resilientes&#8221;<\/a> project. In this workshop, focused on Sustainable Development Goals 5 and 16, we highlight the importance of gender equality and justice in the digital environment.<\/p>\n\n\n\n<p>Additionally, since the beginning of the year, we have been actively participating in meetings of the <a href=\"https:\/\/mujer.gov.py\/seminario-presento-experiencias-de-otros-paises-en-sistemas-de-registro-de-violencia-contra-las-mujeres\/\">Mesa Interinstitucional de Prevenci\u00f3n de la Violencia contra la Mujer<\/a><a href=\"https:\/\/mujer.gov.py\/seminario-presento-experiencias-de-otros-paises-en-sistemas-de-registro-de-violencia-contra-las-mujeres\/\"> (PREVIM).<\/a> In the months of April and May, TEDIC attended various ordinary and extraordinary sessions, where our representative, Pamela Peralta, coordinator of the gender area, played a prominent role.<\/p>\n\n\n\n<p>In the first session, an international seminar on \u201cSistemas de Registro de Casos de Violencia contra las Mujeres\u201d was presented, sharing experiences and good practices from Paraguay, Chile and Uruguay. The second extraordinary session discussed the work done in collaboration with the National Statistics Institute on administrative records and their conversion into statistical records by the Gender Secretariat of the Supreme Court of Justice. Advances and strategies related to the &#8220;Draft Law establishing Specialized Courts for Violence against Women&#8221; presented by the Ministry of Women were also addressed.<\/p>\n\n\n\n<p>In the third session, the process of defining the Unificado y Estandarizado de Registro de la Violencia contra las Mujeres (RUVIG) continued. During this session, the Registry of Women Victims of Gender Violence in Spain was presented and the next steps in the joint construction of this system were discussed.<br \/>The political participation of women in Paraguay has been a process marked by challenges and obstacles, and one of the most insidious and growing is gender violence facilitated by technology.<\/p>\n\n\n\n<p>In order to find solutions to this problem, Mariela Cuevas, representative of TEDIC, met with the Minister of Women, Cynthia Figueredo, and the Vice Minister Silvia Blasco. At this meeting, we talked about a new investigation underway within the project called \u201cGender violence facilitated by technology to female politicians in Paraguay\u201d. Through our advocacy actions, we worked on protecting human rights in digital environments, aiming to influence policies and promote a fairer and more equitable society.
