While global debates increasingly focus on artificial intelligence, digital governance, data sovereignty, public transparency, and service delivery, the Barometer provides essential evidence to help shape national priorities and inform global agendas.<\/p>\n\n\n\n<p>Open data and accessible formats fuel these innovations. For the GDB, <a href=\"https:\/\/globaldatabarometer.org\/2025\/05\/barometro-mundial-de-datos-2-a-edicion-una-brujula-compartida-para-navegar-por-el-panorama-de-los-datos\/\">data has become a key force shaping how societies function\u2014and who they serve<\/a>. It holds immense potential to drive inclusive growth, strengthen accountability, and accelerate timely responses to global challenges. However, access to high-quality, open, and usable data is facing growing restrictions.<\/p>\n\n\n\n<p>Some authors, such as Verhulst (2024), r<a href=\"https:\/\/sverhulst.medium.com\/are-we-entering-a-data-winter-f654eb8e8663\">efer to this moment as the &#8220;data winter&#8221;\u2014a period marked by declining openness, increasing inequalities in access, and alarming fragmentation in the way data is governed and used<\/a>. This trend not only threatens innovation in technologies such as AI, but also the democratic values that underpin trust, civic participation, and institutional transparency.<\/p>\n\n\n\n<p>In such a complex and challenging landscape, having rigorous and up-to-date evidence on the data ecosystem is more vital than ever. The <a href=\"https:\/\/globaldatabarometer.org\/explore-the-results\/\">second edition of the Global Data Barometer<\/a> emerges as a collaborative and comparative research effort, assessing the state of data for the public good across <strong>43 countries<\/strong>, with a special focus on <strong>Latin America and the Caribbean (LAC)<\/strong> and <strong>Africa<\/strong>.<\/p>\n\n\n\n<p>In Africa, the study brought together <strong>19 researchers from 22 countries<\/strong>, while in LAC, <strong>21 experts from 21 countries<\/strong> contributed, offering a rich diversity of contexts, experiences, and perspectives. The chapter on <strong>Paraguay<\/strong> was authored by <strong><a href=\"https:\/\/globaldatabarometer.org\/about-the-project\/\">Maricarmen Sequera<\/a><\/strong><a href=\"https:\/\/globaldatabarometer.org\/about-the-project\/\"> and <\/a><strong><a href=\"https:\/\/globaldatabarometer.org\/about-the-project\/\">Giuliana Galli<\/a><\/strong>, who provided a critical and local perspective on the country&#8217;s progress in data governance and use.<\/p>\n\n\n\n<p>The <strong><a href=\"https:\/\/idatosabiertos.org\/\">Latin American Initiative for Open Data (ILDA)<\/a><\/strong> played a central role in coordinating the data collection and regional analysis for Latin America. Without strong institutions and dedicated capacity, even well-designed frameworks fall short.<\/p>\n\n\n\n<p><strong>The Role of Skills and Infrastructure<\/strong><br \/>Data does not flow or translate into value without the right people and systems. In both Latin America and the Caribbean (LAC) and Africa, there is insufficient investment in public sector skills, training, and the infrastructure needed to manage and reuse data effectively.<\/p>\n\n\n\n<p><strong>AI Is Advancing Faster Than Governance<\/strong><br \/>Artificial intelligence is increasingly present in national strategies, yet very few countries have clear policies guiding its ethical use. Governance frameworks rarely address key issues such as algorithmic bias, data quality, or accountability in AI-driven decision-making.<\/p>\n\n\n\n<p><strong>Open Data Requires Renewed Investment<\/strong><br \/>Many countries once considered open data champions are now struggling to sustain their efforts. Legal mandates are not always matched by the technical implementation or resources needed. As a result, open data initiatives risk losing momentum.<\/p>\n\n\n\n<p><strong>Transparency Tools Are Missing<\/strong><br \/>Key datasets that support transparency and anti-corruption efforts\u2014such as lobbying registers, beneficial ownership data, and political finance records\u2014are often missing or fragmented. This makes it difficult to follow the money or hold institutions accountable.<\/p>\n\n\n\n<p><strong>Inclusion Remains Largely Symbolic<\/strong><br \/>Despite equity commitments, inclusive data governance remains the exception. Data is rarely published in indigenous or widely spoken non-official languages. Accessibility for people with disabilities is often treated as a recommendation rather than a legal requirement.<\/p>\n\n\n\n<p><strong>Interoperability Remains a Barrier<\/strong><br \/>There is limited effort to connect datasets across government agencies\u2014for example, in procurement, corporate data, or political integrity. Without shared standards or identifiers, it is difficult to track influence or assess the impact of policies holistically.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Where Does Paraguay Stand?<\/strong><\/h3>\n\n\n\n<p>According to data from the <strong>2024 Global Data Barometer<\/strong>, Paraguay ranks in the <strong>upper-middle tier<\/strong> within the Latin American and Caribbean context regarding the use and governance of data for the public good.<\/p>\n\n\n\n<p>In the LAC region, countries scoring higher than Paraguay are:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Brazil \u2013 66.85<\/li>\n\n\n\n<li>Chile \u2013 66.42<\/li>\n\n\n\n<li>Uruguay \u2013 62.58<\/li>\n\n\n\n<li>Mexico \u2013 62.51<\/li>\n\n\n\n<li>Colombia \u2013 61.22<\/li>\n\n\n\n<li>Ecuador \u2013 58.98<\/li>\n\n\n\n<li>Argentina \u2013 58.23<\/li>\n\n\n\n<li>Peru \u2013 55.31<\/li>\n\n\n\n<li>Panama \u2013 53.23<\/li>\n\n\n\n<li><strong>Paraguay \u2013 51.94<\/strong> \u2190<\/li>\n<\/ol>\n\n\n\n<p>With a score of <strong>51.94<\/strong>, Paraguay performs above the regional average. However, there remains room for improvement, particularly in <strong>enhancing data system interoperability<\/strong> and <strong>expanding technical capacities<\/strong> within the public sector to reach the levels of the regional frontrunners.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Who Leads in Latin America and the Caribbean?<\/strong><\/h3>\n\n\n\n<p>The top performers in the region are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Brazil<\/strong> \u2013 66.85<\/li>\n\n\n\n<li><strong>Chile<\/strong> \u2013 66.42<\/li>\n\n\n\n<li><strong>Uruguay<\/strong> \u2013 62.58<\/li>\n\n\n\n<li><strong>Mexico<\/strong> \u2013 62.51<\/li>\n\n\n\n<li><strong>Colombia<\/strong> \u2013 61.22<\/li>\n<\/ul>\n\n\n\n<p>These countries stand out for their more consolidated legal frameworks, greater data openness, and stronger technical capabilities.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Who Is Falling Behind?<\/strong><\/h3>\n\n\n\n<p>At the lower end of the scale are: <strong>El Salvador<\/strong> \u2013 22.23, <strong>Belize<\/strong> \u2013 23.09, <strong>Trinidad and Tobago<\/strong> \u2013 24.49, <strong>Bolivia<\/strong> \u2013 24.81 and <strong>Bahamas<\/strong> \u2013 27.95<\/p>\n\n\n\n<p>These countries face significant challenges, including <strong>low availability of open-format data<\/strong>, <strong>poor interoperability<\/strong>, and <strong>limited institutional capacity<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Regional Perspectives<\/strong><\/h2>\n\n\n\n<p>The findings offer a nuanced view of different regional dynamics:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In <strong>Latin America and the Caribbean<\/strong>, countries tend to show <strong>stronger institutional capacity<\/strong> and more developed <strong>digital infrastructure<\/strong>. However, <strong>inter-agency coordination challenges<\/strong> and declining political will are slowing progress.<\/li>\n\n\n\n<li>In <strong>Africa<\/strong>, there is strong momentum for <strong>policy reform<\/strong>, especially in areas like data protection.
