¿Who Has Your Back? is a TEDIC research project that assesses the commitment of Paraguay’s leading Internet Service Providers (ISPs) to privacy, personal data protection, and transparency towards their users. Inspired by the Electronic Frontier Foundation’s (EFF) Who Has Your Back? initiative, the project adapts its methodology to Paraguay’s legal and regulatory context in order to evaluate how these companies address local challenges related to digital rights.
This fifth edition introduces significant changes. The scope of the companies assessed has been updated to include TIGO, PERSONAL, CLARO, and STARLINK, while COPACO and VOX are no longer part of the evaluation due to changes in Paraguay’s telecommunications market.
This edition also takes place in a new context for Paraguay: the enactment of the country’s Personal Data Protection Law. The adoption of this legal framework marks a significant step forward in recognizing and safeguarding this right, while also creating new challenges for Internet service providers regarding their policies, transparency practices, and mechanisms for protecting users’ personal information.
Since its first edition, this research has sought to answer key questions: How do Internet service providers protect their users’ personal data? How transparent are their policies and procedures? How do they respond to requests for user data and other challenges related to digital rights?
At a time when Internet access is essential for exercising a wide range of human rights, regularly assessing the practices of Internet service providers helps identify progress, setbacks, and opportunities for improvement. At the same time, the research aims to promote higher standards of transparency, accountability, and the protection of people’s rights in digital environments.
