[Launch] Surveillance and Misinformation in Paraguay – An Exploratory Study

This research contributes to the discussion on disinformation in Paraguay by situating it within its historical context and analyzing its main contemporary characteristics through interviews with key actors. The issue of disinformation, as described by these actors, shows that disinformation is intertwined with the normalization of social surveillance; limited knowledge about state and private surveillance capacities; restricted transparency in access to public information; and the existence of increasingly common active disinformation strategies.
